Phones and tablets work with fitbits via the fitbit app so don't have the "gear" icon.

 

However, according to the list of supported devices at www.fitbit.com/devices you need an iPad gen 3 or later for it to work. 

 

Do you perhaps have a phone that's on the list that you could use?
