how to determine if the tracker is already activated without syncing it to the phone?
im using iphone x and im having a hard time to sync on my device

I appreciate your question and for sharing your experience with us. To check if your Fitbit device is already linked to your account, please go to the Fitbit app and tap on Account, if the device is already linked, it will show up under your name. If it's not showing, please set it up as a new device again:
