My old charge 2 did show the battery charge level but my new Charge 2 doesn't. Settings issue?

Is there a setting that turns the battery charge level on and off??

There is. If you go to your device settings at https://www.fitbit.com/settings/device you'll find the charge display setting in "menu items"
