I understand you’re not receiving text notifications at this time. This is an issue currently being addressed by the Fitbit Team. Please view this thread here: https://community.fitbit.com/t5/iOS-App/Stopped-seeing-notifications-after-updating-to-iOS-13/m-p/39.... Pay special attention to page 1 of that thread and carefully follow each step. Hopefully this will resolve your text notifications issue. If you are still experiencing issues after performing those steps please keep an eye on that thread. If any new information or updates become available you will see it posted there. If you have questions about a particular step please post your question there as well. 

As far as Quick Replies for the WhatsApp for iOS users there is no timeframe that I’m aware of as to “when” or “if” this will be available. You can view this thread here found in the Fitbit Suggestion Forum:

Notifications for text, call, calendar and all the apps are perfectly working for me. No issues with that.

When I am at home, I generally prefer keeping mobile away from me(still in Bluetooth proximity), and just wearing my smartwatch(versa lite).Same is the case when I bike and do other activities.

Quick replies to text and whatsapp messages has kind of become an essential need to me at this point. I also hear the same from lot of friends.

I know a lot of individuals are having notifications issues so I’m super happy to see you have your notifications up and running! That’s awesome! 😃
I do totally understand your desire to use quick replies especially for the convenience of it and the ability to just back away from your mobile device every once in awhile.
