It seems that the resting heart rate (RHR) changes after updating in the morning. A search seems to show a couple of similiar issues around this in the past.
But I will get my RHR and sometime later, 30 minutes or a few hours, it becomes RHR +1. If it was 62, it is now 63 for example. Not consitenty either. Just occassionally.
I don't think it is my device, right? It is stored in the app and calculated in the cloud right?

Latest Ios App (4.51?), latest firmware on my sense 2, and yes, I end up restarting my device like once a week when I suspect something is up even if its not.

I don't understand the problem. Do you want your RHR to never change? Or is there a particular time of day you think it should change?
