I cannot set date and time on my BLAZE fitbit

We can't manually set the date and time but they should set themselves whenever you sync your fitbit with your phone or computer based on the date / time on that device. Does your Blaze seem to be syncing ok?
The other thing that affects the time is your timezone setting in your profile at https://www.fitbit.com/user/profile/edit
