If you open your Fitbit App, you can adjust your step goal by:
-Clicking the account button in the bottom right-hand corner.
-Click Activity under the Goals section.
-Change your step goal to your preference.
-Sync your tracker for the changes to take effect.
If it's easier to change your step goal on Fitbit.com, you can also change your step goal on Fitbit.com by:
-Logging into Fitbit.com.
-Hover the mouse over the step tile until a gear icon appears in the tile's bottom left-hand corner and click it.
-Change your step goal to your preference.
-Sync your tracker for the changes to take effect.

Welcome to the Fitbit Forums @Tee421! Are you talking about your daily goal? Which it's the one that makes your tracker vibrate when you reach it. If it's that, you can fix it by following these instructions. Because there's also an average that the Dashboard shows and that will change depening on how active you are. It will go back to the 10,000 per day until you reach that goal every day.

sorry to jump in
but when I look under Account/goals-activity it says 21000
however if I go into
account and click my name
it says 31k steps per day
now my average for las week was just under 31k, 30749
is that steps per day under my name what I am averaging? or is that a setting somewhere?

@SunsetRunner, the average changes every day since the Dashboard uses last seven days counting today. (I mean today and the last six days). So your goal is 21K steps per day, however, the average shows 31k since you may have walked more than your goal and that's the average it got during this week. If it changed last week, it's because your steps during that week are different from this week's activity. Now, the number you see in the 7 days rank is the amount of steps taken during the week and it looks like this:
