Sleep tiles doesn't show & box at to top always shows lock closes

I followed steps to get sleep tile back but the dashboard doesn't even show tiles to edit & there is no pencil looking figure in top right or anyplace. Also why does the topic box at top always shows as locked?

So that I can get a better look at what's going on, could you please take a screen shot of how your Dashboard is showing and then post it on a reply?
