Ever since I switched to the iPhone11Pro I’ve had issues with my Fitbit sync.
Normally I have to do it twice. First time it fails, then I kill the app and open it again and it works. Today I cant get it to sync my sleep hours.
does anyone have any advice on how to fix this problem?

The issue is that this version of the Fitbit app is really buggy and unstable which is probably why you are seeing inconsistent results when trying to sync.
