Tracking steps on iPhone only give partial step data

I wear and Apple Watch and track data via Apple Health and Fitbit. I’m trying to transition away from wearing my flex 2 and Apple watch at the same time, but I cannot get the Fitbit iOS app to pull the full data from Apple health—it only shows steps from the Fitbit and what my phone records directly  (added as a device in the app, but I don’t keep my phone on my person usually, so it’s not recording many steps) not the full amount of steps I can see in Apple health app or on my Apple Watch. Because both devices have priveledges to write data, they each keep overwriting and each other's data. Would removing my Fitbit device from the app fix anything?  Can I get the Fitbit app to see all the Apple health data and not just the steps recorded by my phone?
