It's in the Fitbit app settings under Date, Time and Units.

Please make sure you've changed the weather units as follows:

In the Fitbit app, tap the upper right corner icon > your profile picture.
Tap Settings.
In the Temperature Unit section, tap Units and choose the unit you want to use.
