First Fitbit minimized the heart rate and other text on charge 3 to a size that is difficult to read and now they have gotten rid of the ability to have active heart rate in the new app. It is literally tinyer than the app. No reason for this and if it is not going to be fixed I’m switching to another product.

Thanks for taking the time to share your feedback about the Charge 3 and I'm sorry for the inconvenience that you've experienced with it. I understand your position, and let me help you with this. About the screen getting smaller to read, does this happen with any clock face? If so, I'd recommend to restart your Charge 3 to refresh its performance.
Now, regarding to your other inquiry, since the live heart rate isn't appearing on the Fitbit app I'd recommend to try the following steps:

Hi I am still looking for a way to return my Charge 3 since you have minimized the text on screens and minimized size of heart rate text on App. You have made the product unsaleable for its intended purpose.
