I have a new Sense 2. Fitbit is now DEMANDING 24/7 exact location tracking for the exercise/running app to work. This is new. I tried setting it to location services only while using the app, which is reasonable, but then the app doesn't work properly. This is not to my benefit. It's a privacy violation so Fitbit can sell my data.

Before anything else, let me explain that the Fitbit app will require to have the location services enabled for certain features such as tracking weather on your Sense 2, or using the Fitbit app to track your exercise with GPS data. However, you can continue syncing and using the rest of the features regardless of the location setting selected on your mobile device.
