i cant get the flex to sync with the old version of the app but it would sync with my iphone 7 that just broke. is it the app or the phone that is causing this

Hello @jondebon and a warm welcome. I apologize if I misunderstand what you are saying. You say your iPhone 7 is broken. Are you trying to sync your Flex with another Apple device like an iPod that has iOS 7? I'm sorry, but you won't be able to do that. The Fitbit app needs iOS 12.2 or newer on the Apple device to work.
I have an old iPad that can't go past iOS 10. I cannot sync with that iPad.
