I've done the reset multiple times, and it doesn't fix the problem. She's had the device for a few weeks. When she hits her goal it doesn't give the notification. And I just watched her to 100+ steps to try to get two to log.

Welcome to the Fitbit Community, @Shiss.
I am sorry to hear your daughter's Ace 2 won't celebrate when she reaches her 10,000 step goal. Thanks for trying to resolve this and I am here to help. I appreciate the additional details and would like to confirm the steps you tried to restart the tracker: How do I restart my Fitbit device?
Please also check this help article with useful information: Why didn't my Fitbit device alert me? I also recommend checking if the tracker is syncing. For more information, please see How does my child sync Ace or Ace 2 with their device?
For more information about accuracy of Fitbit devices, see this help article: How accurate are Fitbit devices?
Looking forward to hearing back from you.

As mentioned in the post, I've tried a reset multiple times
It does sync ok but has never given her the celebration, and it doesn't track all her steps; not even close.
