In addition to @SunsetRunner's good information, I would add I do have an older 4.4.2 phone and able to use several Fitbit models with it for basic features, though not sure about notifications. However, it is not getting any app updates so does not get any new features in updates. Another issue would be if you are even able to download the Fitbit app onto your phone. It might be that you are not even allowed to download the app on pre-5.0 Androids. I already had the app on my phone so it still runs there, though with limitations.
And if you were to run into problems with 4.4.2, might not be able to get any help from support for it.
I guess to summarize, if someone were to offer you a used Fitbit, it would be worth giving it a try, but iffy if worth buying a new one.

Hi @Brynis. That Android operating system is quite old. According to this Help page, Fitbit devices are only compatible with Android operating systems 5.0 and higher.

Hello everyone!
Thanks for sharing your thoughts and experience on the matter.
You can read more about it by clicking here. Any of the models that existed at that point should work, so that would include all of them except the Charge 3. Hope this adds some clarification on the matter.
Let me know if you have any further questions.

Hello @Brynis.
Thanks for that information.
In that case, any of our devices that isn't a Charge 3 should do the trick. You can click here to read more about them and compare. At that point it would depend on what you and your daughter are looking for in a Fitbit.
Let me know if you have any further questions.
