Today I managed 55 min activity and the other day 42, neither gave a full day activity (target 40 mins) other times i get a day for 30 mins. And yes I have done a reset as that is always your first and only response.

Active minutes alone will not give a day of exercise.
A user needs to have a recorded exercise on the day for the day to be marked as having an exercise.

You title mentions Active minutes but your question seems to have to do with recorded activity.
While related the two are not the same.
