Activity reminder removing steps/hour completions

Apologies in advance if this isn't the right place. I was pointed here from the Pixel Watch help. This is currently an issue for the Pixel Watch 3, but it also was for the PW 2. 

I can complete the steps required for the reminder, see that hour marked off in the wheel, but later that hour gets unmarked. Example: yesterday I completed the steps for the 3:00 hour (first hour completed for the day, no judgment please, no one likes a judge). In the 4:00 interval, the 3:00 is still marked as complete. But I looked again after 5:00pm, and despite not having done many steps since 5:00, it's showing 4 and 5 as completed and 3:00 incomplete.

I have zero idea what's happening that causes this. Sometimes earlier hour chunks will be left untouched, sometimes the cascade just keeps pushing the completions back.

Sometimes the total steps for the day will be left alone, sometimes steps taken will remove chunks I have walked (e.g., it previously said 3000 steps, but then when I look again it says 2500).

 
I'm just throwing everything in here I can think of, I'm so frustrated. When checking my steps for the hour by 'clicking' the step counter on the main watch face, the "Today X Steps" number will frequently not match the number from the main face. In the event this is related, I'm also experiencing an issue where during a tracked exercise, it insists on showing me the main watch face that seems to be frozen: the time, step counts, and heart rate are all reading what it was when I started the exercise. 
 
I was hoping the recent update would fix it - it did not. This issue has persisted through device/phone restarts, and everything has no updates pending. As mentioned at the top, this was also an issue I experienced for the Pixel Watch 2. Part of why I upgraded was in the (apparently futile) hopes this wouldn't keep happening. I know that may suggest user error, but I honestly have no clue how I could be causing this.

I routinely see steps disappear. For example, the PW3 will say 1,132 steps and I take it off, plug it in, and take a shower. After getting out of the shower, I put the PW3 back on and now it says 997 steps. This happens a lot. Not every time. Can't reproduce it on demand. But it happens quite a bit. For me, that is the cause of it showing that I completed an hour's 250 steps and it then taking that completion away later. For those few hours where I only did say 300 steps, when it takes 100 or so away, then the hour is no longer complete. I've never seen it "move" those to different hours though like you reported. But the watch going backwards in steps and sometimes causing hourly activity to not be complete - it happens quite frequently. We had a thread about it some time back and the hope was that the March (and then the April) update would fix it but it did not. It still happens. Just bad software. How hard is it to only count up and not go backwards?

This happens all the time and is so annoying. Fitbit on the pixel watch and in the app have had issues matching since at least September for me. And yes, the disappearing steps seems to be the reason that you lose that hour as being completed. What I've noticed, though, is that if I sync with the app and get credited in the app for that hour, it doesn't then ever disappear. But if I see it's completed in the watch and it doesn't show it completed in the app, then when the hour turns over, you lose that credit on the watch. So really, the only way you can ever be certain you've gotten your 250 for the hour is if you actually see it credited in the app itself after syncing.

I've actually lost it after checking in the app - my hack solution is to add a 3 minute walk with the missing steps. It's not great.
