Can the app announce the pulse while running?

If not, can you still implement it?

No, there is no "announcement" for the heart rate.

You would need to add that the Feature Suggestions forum, since the Fitbit developers do not monitor nor respond to posts on this forum.  This forum is primarily for users to help users.

Just like @USAF-Larry mentioned, going to the Feature Suggestions board would be the best option in this case. If you post your idea, other users can comment on it or vote for it in order to show your support. I'd also suggest that once you have it you post in here with the link to your idea so that people who find this post can support the idea.
