Adding friends not working

I've gone through all the steps as well as my friends in the app to add friends. It says they will receive a notification and one never comes. I've researched on the forums and none of the solutions readily available changes anything. Is this a bug in the most recent update or has this been happening and people just don't add friends anymore?

I've deleted the app, reinstalled it, restarted my phone. Sending a friend request via the email portion says it's sending a request but my friend never receives it. When they try to do the same for me I never get a request to approve. Nothing in junk or spam either. 

Anyone have any ideas or solutions?
