Sorry @Stacey72614 I'm not sure what your asking? May I ask what the issue is?
Problems with syncing? Do not remove the tracker from your account!!!
Problems with notifications or connected GPS?
How are you trying to connect the Charge 2 to your phone? In the last 6 years I've never tried to connect a Fitbit device to the phones Bluetooth. This is a task for the Fitbit app, not the user.

You do not have to leave the Bluetooth on all the time, but if you want the phone to communicate with the tracker. Since the tracker communicates through Bluetooth, you will need to turn the phones Bluetooth on. Your response makes me think of the door to a business. A business wants customers but doesn't want to leave the door open. How does the business get customers when the front door is closed? The door gets open, customer walks in, door closes.
As for location, sorry but this is not a decision made by Fitbit, but with changes made by Android to protect you phone from being compromised when an app requests a BT mac
Turn on Bluetooth and location, take the less than 10 minutes to update the tracker, then turn of the services you do not want on.
