App prompts to "Enable Notifications" even when Android service already run

When I click on "Notifications" under my device in the Android app, it always prompts me to enable notifications even though the notification service is already enabled.  And I can't get past this screen to adjust notifications because it continually prompts me to enable.  Tried force-stopping the app, restarting the phone, and when I uninstalled and reinstalled, it worked ONCE, then the next time I tried, there it was again stuck in that loop.  Any ideas?
