Apps notification keep turning on

I have allowed only text messages notifications but messenger notification keeps turning itself on . I have disabled it numerous times but it keeps enabling itself again.

There are several threads on this in the Blaze Forum with no positive fix. 

I would try clearing the fit it's data through the applications settings on the phone. This will require you to log back into the app with your email and password.
