How have done the pairing? Fitbits are unusual in that the pairing has to be done via the fitbit app rather than through the phone's bluetooth settings.
Have you gone through the setup process in the app? Are you getting any error messages?

I noticed @SteveH asked you great questions to resolve this. I'd like to know if your Internet and Bluetooth connection are working properly? Also, make sure of the following:
1. Bluetooth is enabled in your Android settings. Bluetooth also must be enabled within the Fitbit app. You can check this by tapping the menu button and selecting Device Settings.
Then do the following:1. Reboot your Android device.
2. Uninstall and reinstall the Fitbit app and try setting up again.
