Is your Note one of those listed on fitbit's supported devices page at www.fitbit.com/devices ?
How far through the setup process are you getting? Are you getting any error messages from the app?
Sometimes interference from other bluetooth devices can be an issue. In as far as you can minimise other bluetooth devices near you when you try the setup.
