My fone is connected to my fit bit surge but it won't connect on the fit bit app??

@Nicdudz, can you explain a little more on exactly what is happening?  If your Surge is connected to the phone, it is connected via Bluetooth, and the Fitbit app is what is used to connect the Surge to the phone. So, I am not sure what problem you are experiencing when you say it is connected to the phone but not the app.

Yes I have a Google pixel phone when I go to my Bluetooth settings it states its on and  paired to the surge classic but when u go on the fit bit app and  try and add device it can't find any even though the fit bit is right near my phone and  the Bluetooth is on and I've tried it on pair aswell still can't find device?  Any ideas I've deleted the app and  reinstalled turned Bluetooth off and on and  unpaired with my phone and repaired but still the app can't find the device

@Nicdudz, you need to open the phone's Settings, Bluetooth, select the Surge, and Forget it. Then, open the app and use the Account screen Set Up a Device to add the tracker. If it is manually connected to the phone's Bluetooth, the app will not be able to add it.
