Can't setup Charge HR Samsung S10e

When I run the app on the phone and choose setup, the app finds the charge HR.  I get the 4 digit code on the fitbit and enter it into the boxes in the app, it says it is connecting.  After a while I get a "this is taking longer than expected" message, and eventually a "try again".  If I go to my phones bluetooth settings I see the fitbit in the "available" list, but when I try to pair nothing happens.  I've tried running the setup from right after a shutdown and restart of both devices but still no luck.

Any suggestions?

Yes, I have followed all of the steps in both of the links.

I was able to get the fitbit to connect to my laptop (win10), however I get a message that says before I can start using the fitbit I have to update.  The update starts, I get a progress bar on both the computer and the fitbit which moved to about half then stopped with "try again" or "remind me later" options.  If I try again I get "updating tracker" and the progress bar which doesn't move, but after about 15 seconds it goes back to try again.  It is syncing, the laptop did have steps & heart rate, etc.

I would try the steps mentioned in the sync troubleshooting steps

Power down, not just restart phone. 

Clear the Fitbit app cache.
