Challenges - all steps not syncing

Hi.  I have seen previous posts which relatrelate to steps not updating correctly (not the issue here) and steps not updating at all on challenges in 2014.  This is the issue my daughter has on her charge HR now.  My Charge HR is working fine on the challenge but even though her dashboard showed 8,700 steps yesterday when she synched her challenge status shows she synced but has 0 steps? She is not using any 3td party apps or any other programs within fit bit just literally walking and running with the Charge HR.  Any suggestions?

@Vixfra, are you sure all of her steps are actually being recorded by the Charge HR, or are they being recorded by manually entering exercises via the Dashboard or app?  Steps that are entered via the manually entered exercises do not count towards challenges.

Thanks for the suggestion but no she never records any steps manually its all through the Charge HR step counter.  Her dashboard says 8,270 steps but her challenge says 0 steps even though it says she has achieved her target for the day (within Challenge notifications)?
