Hi @Desperate2, welcome to the Community Forums.
I'm sorry that your Charge 3 isn't working correctly. What do you mean by not charging completely? Do you see anything displayed on the screen? Also, what is the error message displayed when setting up your device?
In the meantime, I'd recommend to restart your device with the following steps:
Once this is completed, plug the Charge 3 back in the charging cable, turn on the Bluetooth in your Samsung Galaxy S4 and try the setup process one more time.
