I have a versa, a flex, and a charge 3. I can only connect either the versa or the charge 3 to my phone at any one time. The flex will always connect regardless. I would like them all to connect to my phone so i can swap between them. I like the versa for everyday use and the charge 3 for activity tracking. Can anyone help.

I'm afraid you won't be able to do this. Fitbit say:

 

"Note that you can't have Fitbit Charge 3, Fitbit Ionic, and Fitbit Versa connected to the same account. If you have any combination of these devices, be sure to have only one connected to your account at a time."

I know that's annoying (I have the versa and charge 3 too!) but there's no way round the restriction.
