Yeah @MarreFitbit I am convinced this was someone at Fitbit's idea of a cute April Fool's joke. The only day that shows zero data on my app is April 1. I did check the settings in Google and I also re-paired my Surge to no avail. I'm going to ignore it as the internet version of the Dashboard does have the information.

Hi - I'm not sure you answered her question, since I'm having the exact same problem and it has nothing to do with permissions.
Yesterday, I walked 11,000+ steps. I synched with my phone and the dashboard shows ~7500 steps. If I touch the steps to show the graph screen, it shows the 11,000+ steps. If I go to the dashboard on my computer, it shows the 11,000+ steps.
There is a problem with goals on the phone app as well. There's some sort of default goal for weekly activity. This week, I got a notification that I was close to meeting that goal and just keep going. I didn't know the goal existed, but thought it was odd I hadn't ever made said goal. Last week, I was extremely active and curious why I didn't reach that goal. When I looked at my data, on the 31st, it shows no activity, but I walked more than 12,000 steps and took several long, uninterrupted walks.
To me, these are different issues, but both speak to the fact that there's something wrong with the software on the app. While I can (so far) get my step count, having to click through, check multiple sources, or keep track of the goals on my own all seem to defeat the purpose of having a tracker with a dashboard.
I've had these problems through two phones (Moto X Pure and Samsung Galaxy S7) and two Fitbits (both Charge HR - you guys insisted on sending me a new one even when I said I thought the problem was the dashboard or the app and not the Fitbit), so the common factor is the app.
