I can see the ECG report under notifications but when I try to download or share it, the app goes into a continuous loop. I've tried all solutions offered in the Fitbit Community but to no avail. Chatting to Fitbit support was no help but they promised me an email from higher up which never came.
It does not appear to be the account because I can login into Fitbit 0n another phone and access the report.

Thank you for effort!
We are devastated. The most important functionality, crucial for medical purposes, is not working. This is a huge embarrassment for a company that markets its product as flagship, charges significantly more than the competition, and fails to deliver basic functionality.
The problem occurs across various platforms; people are reporting it everywhere, yet no action is being taken. Shame on Fitbit – money down the drain.

just can't be downloaded. It can be accessed on other devices. It seems to
be some incompatibility between the Fitbit and and the PDF processing on
the phone.
