@Sushisea Welcome to the forums. I will be happy to help you regarding friend requests on the app.
In this case, my first suggestion is to check that your Fitbit app is updated. Open the Google Play Store and look for the Fitbit app. If there is an update, please proceed with it and then try adding a friend again. This is an issue that has been reported already, however, not every user is affected. We are actually investigating the factors that could cause this. So would you be so kind to share the app version that you have installed. On the app tap on your profile picture and then tap on "help and support". The version of the app will be shown there.
In the mean time, try adding your friend over the Fitbit.com website. How do I connect with friends on Fitbit?. There you find the instructions for the Fitbit.com dashboard.

There doesn't appear to be any updates.
The app version I have is: 3.70
I tried doing it not only on the app but also via the website and my friend never received the email. They check spam/junk too. When you send/submit the request, the attached box comes up.
My partner was able to send a request to me. But then both of us tried sending a friend request to our friend and both got the 403 error.
Crazy that this error has been going on for so long...
