Why /How is my fitbit app syncing with my charge hr when I have bluetooth off?
Fitbit app options:-
Always Connected = off
All-Day Sync = off
How is fitbit syncing on what appears to be a schedule that can not be configured or turned off while my Android phone has bluetooth switched off.
Wifi and Mobile data is on.
Androids "Auto-sync data" = on
Does Fitbit app now have permission to turn bluetooth on /off at will?

Of my knowledge, Fitbit does not have permission to sync when the bluetooth is off, As stated in the app permissions. However, you can contact Fitbit Support here for your answer.

It does not have the capability to turn Bluetooth on or off, @TBob. Is there another device, such as a computer or another smartphone, that it is syncing with?

Yes it is another computer but we can't work out which computer it is and why we are syncing without pairing.
