@Melissamartinez you say the tracker syncs through the pc, this means the tracker is setup. Open the app up on the conputer, your tracker should show, the app sho7od pair the tracker to the phone.
The pairing of the tracker can not be done through the phones Bluetooth settings. You will always get the message "Rejected by the tracker"
@gsharps what type of phone do you have? I only see you mention windows, amd toots is about Android phones.

The fix is to find out why it is not syncing, here are some troubleshooting guidelines.
slso please remember that if your tracker was ever synced through a second device, then that device needs to removed from the area or its Bluetooth needs to be turned off
The two biggest things i can reccomend is to shut down and then turn on the phone, or computer and a shutdown(Surge and Blaze) or a restart of the tracker..

What worked for me was turning off the Bluetooth on the iPad. My Blaze immediately connected on the iPhone and synced. So now I know that the two devices compete with each other when they're in the same area as my Blaze is. Thank you!

Oh my I forgot about that. Yes a Bluetooth receiver is only able to connect to one Bluetooth server at a time.
