"Fitbit works with over 150 Android devices." says the known issues page. Except the two I have. That work just fine with my Surge.
The devices web page says "Fitbit products are compatible with most devices that have the following operating systems: Apple iOS 9 and higher, Android OS 5.0 and higher, or Windows 10 v1607 or higher." If that were true, wouldn't it be easier to list the devices that were not?
The known issues page says "You may be unable to sync your tracker or use call, text, and calendar notifications" on Android OS versions 5.0+.
Define "compatible"?
I'll be returning the Charge 3 if I can.

Can you post a link to where it says this in the Known Issues? Since Fitbit only supports Android 5.0 and greater OS, this statement does not make sense.

Since you mentioned another device I recommend unpairing it until you can get the Charge 3 to work then add it back. This may be easier said than done.
As far as expectations with a certain device, check https://www.fitbit.com/devices.

Just adding on to what @CLTGreg mentioned, the "Supported Devices" list isn't a complete list. With all the new technology coming out, there may be more added to that list at any given time. My Galaxy J7 Sky Pro, for instance, isn't on there and works perfectly with the app.

The worse part of the device list is it doesn't show you what ISN'T compatible with a listed device. But like what Kristen says that doesn't mean you're out. It just feels a tad deceptive that you have to know what might not be there. They should have used a chart with check marks.

Find the troubleshooting page titled "What should I know about using the Fitbit app on my Android device?" Sensible or not, that's what it says.

And, that help article says it applies only to "HTC One M7, M8, M9" phones.
I have an HTC One M9 running Android 7.0 (greater than 5.0), and have never had problems with Notifications, or any other Fitbit problems.

Look again. The text I quoted (that applies to all Android devices) is in the section up top that's titled, "Known issues (all Android devices)." The problems listed in the text at the bottom of that page to which you refer are bonus issues for those phone models, I guess. My phone's Bluetooth version is 4.2 and the OS is at 7-something. That seems like it should be good enough. It is for the Surge and for the $20 speaker I bought. The phone and the Charge 3 each seemed to know the other was there, but "unable to sync your tracker" pretty much sums up my experience. I returned the Charge 3 and got a Garmin vivosmart 4. It didn't work, either. Outside of the applications, both devices paired just fine, but the applications did not recognize the devices paired outside of them. I'd still be using my Surge if the band hadn't broken. Don't get me started on a watch band that's not replaceable by design. Maybe I'll try a Versa, although that's more than I want to spend. Wish me luck.

The Versa doesn't sync well with Android either - I have a Moto Z Force Droid running Android 8.0.0 and can't get my new Versa to finish setup so it's basically useless. This is after my Blaze started having a bunch of problems, including suddenly not syncing, and Customer Support recommended I return it for a refund. 😠
