Iv'e owned a Flex and now a Charge HR and have been able to sync by setting my Bluetooth to sync to all near by devices. I have also restarted my Bluetooth before for changing this setting. Both models have always found my Galaxy S4. You may have to wait for about 10 min for the fitbit info to show. Give it a try, you may be happy.

Restart the Bluetooth works pretty well to reestablish the connection between your mobile device and the tracker. If you are also having other syncing issues with your Charge HR, I suggest you to take a look into the steps on @HelenaFitbit post. They might help you out.
