I went to sync my Fitbit charger 4 and I cant. Logged out of account and uninstalled app and reinstalled and restarted my phone and tried to log in again. The message reads fitbit.com is down. How am i meant to log in my steps etc if i cant get into my account. Phone is Samsung Galaxy Note 8. When will Fitbit be up and running again.

You may have to wait until fitbit.com is up. According to Fitbit on twitter it has been having off/on issues.
Or make sure Fitbit has permission to talk to the internet.

I'd like to follow up and would like to know if your Fitbit app is still unable to let you log in or if the issue got resolved.
In the meantime, please provide a screenshot of the page that tells you that Fitbit.com is down. Please check out this post, which explains how to add images to your posts.
