I've seen this issue in other forums going back a couple of years, but I don't think it's been solved. My Pixel Watch correctly records my heart rate zones, but the app doesn't, so all my workouts for the last week look like I have no active minutes (for example, my walk yesterday says I had an average bpm of 140 and a max bpm of 165, but 1 active minute for a 57-minute walk/jog). My app and watch are up to date (version 3.78 on both). Have logged out and restarted app, phone and watch, but nothing seems to work.
I've tried to upload screenshots, but I keep getting an error message.

1) Pixel watch records Zone Minutes, not Active Minutes.
2) You told us your average and max BPM but that doesn't tell us whether you reach your zones. You would have to tell us the lower limit of your fat-burn zone. On phone app, tap Zone Minutes circle and it will show the heart rate limits of the various zones. Then you can see if your heart rates for the walk reached those zones. From what you say, it is telling you that your reached the fat-burn zone for 1 minute.

Neither watch or app will assign active zone minutes even though the heart rate is registered correctly ... nothing BUT if I use Google Fit it perfectly works imagine that. Assigns heart points perfect. I've went back and forth with support and it took them 5 emails and two chats to finally say "this is a known issue that we do not have a solution for" but they was working on it .... I gave up. I just use Google Fit (I also sent an email to Google which apparently fell on deaf ears because they punted back to Fitbit support...kills me it's the same dang company but neither end can fix the issue for a watch that they heavily promoting. .... I guess I will consider Samsung next time )
