I am interested in buying a Fitbit Inspire HR but before I do, can you please tell me, using the official Android app or some other, is it possible to have your BPM announced periodically, say every 15 to 30 seconds, or when your BPM goes above or below a certain range?

For a complete overview of the heart rate feature of your devices, I strongly suggest you to check the information that's specified on our help article: How do I track my heart rate with my Fitbit device?. This help article will help you to understand in a better why the features that are on the device and the Fitbit app as well. To answer your last question, Fitbit devices do not show a notification when your BPM goes above or below an specific range but you can periodically check your heart rate on the device itself.
