How to customize the new dashboard?

How can I customize the new dashboard?  In the old one, I was able to rearrange the bars so that the interesting ones appeared at the top and were visible immediately.

Now, there are really huge icons which can not be moved (there are bouncing back immediately when dragging to the wanted position).  I will have to scroll down to see the interesting information.

When trying to move back to see other information, synchronization starts suddenly which changes visible screen size so that information are at different position.

Screen appears very unsteady because a "+" sign will be blended in or out.

@ensc, the only rearranging of tiles I have been able to do on the app dashboard is to move tiles within the group they exist in, but can't move a tile from one group to another.  So, I can rearrange the tiles within the top group, or within the second group, but I can't move a tile from the top group into the 2nd group, or vice versa.
