I set up my tracker on my new account today because I wanted to start at the beginning of a tracking week and it is showing steps from yesterday before the tracker was synched. Also when I look to see when those steps were taken so that I can use the driving activity to erase them, the app says there is no data. I tried entering driving for the whole 24 hours and the steps were still there.

Hello @Mcrow347, let me start by giving you a warm welcome to the Fitbit Community. First time I heard something similar. Usually the behavior of a Fitbit tracker is that all steps previously recorded are removed when it's paired to a Fitbit account.
I would like to request some screenshots, however based on the description of the issue and since you have tried to delete this data with a driving activity with no luck. I believed this was an error at the movement to set up your tracker giving you those extra steps.
If that is the case there is no way to removed this information, since for the tracker that data never existed and hence wont be displayed correctly on your Dashboard to negate the steps with a driving activity.
I'm wondering if the issue persists on a daily basis?
