My Charge 3 isn't getting text message notifications from my Galaxy S10e. I've tried every type of reset I can think of (bluetooth on and off, unpairing and repairing, restarting phone and fitbit, notifications off and on) and nothing has worked so far.

To better assist you with this, can you please let me know if your Samsung Galaxy S10e is running Android 10 or Android 9? Are you receiving phone call notifications? If you haven't already done so, I recommend you to check: How do I get notifications from my phone on my Fitbit device? to see that all the necessary requirements to receive notifications on your Charge 3 are correctly configured.
After verifying this, please try the troubleshooting steps that are specified on: My Fitbit device isn't receiving notifications from my phone and let me know how it goes.

I'm running Android 10 and am receiving phone call notifications and all other notifications that are on in the app except text messages. I tried all the troubleshooting and nothing has worked.

Thanks for the clarification. Let me share with you that we are aware of a notifications issue with Android 10 that's affecting some Fitbit users and working to resolve it as soon as possible. In the meantime we work on this, please keep the Fitbit app up to date.
