Hi! I have a Xiaomi note 8 pro and a fitbit charge 3 and, since this afternoon the following message appears on the app: " notification service not running. A phone restart as required to re-enable notifications oh your tracker"
I'm already restarted my phone, checked if all options for receiving notifications are on and nothing happens.

First, I'd like to appreciate your effort and patience troubleshooting this situation prior to posting, thanks for bringing your concern to my attention. If you haven't already done so, I recommend you to check: How do I get notifications from my phone on my Fitbit device? to see that all the necessary requirements to receive notifications on your Charge 3 are correctly configured. After verifying this, please try the troubleshooting steps that are specified on: My Fitbit device isn't receiving notifications from my phone and let me know how it goes.
Keep in mind that the Xiaomi Redmi Note 8 Pro is not listed as a compatible device with our products and services, therefore, you can experience some connection difficulties with it.

now running Android app version 3.13 versa firmware 32.70.714
running notifications: sms, google agenda, gmail
And
fitbit, WhatsApp

I have the same phone and issue but found on Android Central that this is caused by the operating systems memory management. This article explains the two things you need to adjust to get notifications working www.androidcentral.com/how-fix-miui-push-notifications%3famp
After doing this restart the phone and the message will clear and assuming you have completed all other steps recommended by fitbit, notifications will work

I'm not sure if this is the same problem or a new problem but my Fitbit hasn't been able to keep a connection to my phone for days. Yesterday the app wouldn't access my wifi and the Fitbit couldn't find my phone despite me rebooting the watch, my phone, and my wifi several times; despite checking Bluetooth was on, despite everything I read to try online. Today the same problem and furthermore the Fitbit app on my phone keeps crashing. The second I tap on my photo in the app to open my account the app crashes and I am asked to send a report to Mi. Therefore I can do nothing with the app. I have had the smartwatch for exactly a year and it had regularly had problems with my phone. I'm not very happy with it to be honest.
