I have a new Samsung and when all my data from my old Samsung synced up for the first time I lost all my fit bit data. Is it lost for good?

This is strange. All your data is held on the fitbit servers rather than your phone so swapping phones should not be an issue.
When you got your new phone and installed the fitbit app did you sign in using your old id and password or did you set up a new account? If you set up a new account then that would explain your problem and if you logon to your old id then all your data should be there but you may need to add your fitbit back to that account.
