All your fitbit data is held on the fitbit servers rather than on your phone. So, when you sync you need bluetooth on in order for your phone to connect to your fitbit and you need internet access (via wifi or mobile data) for the phone to connect to the fitbit servers.
The sync process takes the data from your tracker and passes it, via your phone, onto the fitbit servers. Your phone then displays what's on the servers.
