Step count discrepancy within app and with device

Currently step count on fitbit versa 2 is 11402. On the main screen of the app it shows as 11436. In the steps page of the app it shows as 11412.  This has been happening for at least 2 days. I have powered phone on and off, powered versa 2 on and off, synced several times, and none of that fixes the discrepency.  Any suggestions?

This has been happening on and off since at least September with no real fix. There doesn't seem to be any urgency or interest in actually fixing this problem since it keeps happening!
