On Samsung Galaxy S22+ there is no way to give consent during device setup. I believe this is because the whole text fits the screen (high resolution of screen, and very high DPI) so scrolling down (that enables the button) can't trigger an action that toggles the consent button. No other way but skip it at this point. Looks like a bug to me to rely on scrolling when some Android phones will show the screen fully.
Moderator edit: Subject for clarity.

@t.parker Nice to see you in the forums again. Thanks for reaching out regarding the stress management consent on the Fitbit app and the explanation.
I understand what you mean and it sounds plausible. Have you tried scrolling down using two fingers? Just like when you need to navigate a map, it only allows you to swipe if you do it with two fingers. Would you be so kind to send me a screenshot of this screen please?
Please make sure that your Fitbit app is up to date. Open the Google Play Store and look for the Fitbit app. If there is an update, please proceed with it and then try giving consent again.

@RodrigoMFitbit there is nothing to scroll because all the text fits single screen:
This wasn't a problem on my previous phone because of lower resolution. Also, who anyone would try to scroll a UI with two fingers on the phone? That's stupid and non-intuitive. I am sure scrolling work with simple a one finger panning gesture in the past as I got past that stage on my previous mobile phone.
