I have had this problem since I've had the phone. Call notifications have always worked but the text message notifications have never worked. I have a Galaxy Note 3 and Surge. I've restarted both my phone and Surge multiple times, unpaired my Surge multiple times and have followed each and every troubleshooting step in both the help section of the app and website and through multiple emails with customer support. I have also uninstalled and reinstalled the app on my phone. Any help is appreciated.

Go to the menu (top left of screen) and select devices and then your tracker and scroll down and choose Call and Text Notificaions in the "General" area and you will see your options. Call and text notifications are separate and you will also have to choose your messeging app.

I should have mentioned that I have done that as well already. Multiple times.
