I just got my charge 3 on Xmas and at first everything was fine. I have tried rebooting and everything the help forums tell me to do and nothing is working. I can't get notifications and it will not sync with my phone at all.

If you haven't already done so, I recommend you to check how the syncing procedure works here and see if there's a missing requirement on your Android mobile device that's preventing the syncing procedure to be completed. Then, you can move forward to the troubleshooting steps that are specified on: Why won't my Fitbit device sync? and let me know how it goes.
With the notifications issue, please move forward and try the troubleshooting steps that are specified on: My Fitbit device isn't receiving notifications from my phone
